In a large mixing bowl, Cream butter and sugars together until light
Beat in eggs and vanilla
In a smaller bowl, combine dry ingredients.
Stir into wet ingredients until just combined
Add soaked oatmeal, and stir together until all ingredients are fully incorporated
Pour into a greased 9×13 inch baking pan, and bake in center of preheated oven for about 30 minutes until a toothpick inserted into the center comes out clean.
5-10 minutes before cake is done, combine butter, cream, and brown sugar from the topping ingredients in a small, heavy-bottomed saucepan, and heat over medium heat.
Bring to a boil, stirring occasionally, and continue boiling for about 2 minutes, until somewhat thickened.
Remove from heat and stir in coconut and pecans
When cake is done, remove from oven, and spread coconut topping evenly over warm cake
Place in broiler and broil 1-2 minutes, until topping begins to brown
